Objective/ Role of NHIDCL in Skill Development & Training Programs:
- To enable the Indian youth to take up Highway-relevant skill training that will help them secure a better livelihood, the Ministry of Road Transport & Highways has initiated Skill Development/Upgradation of workmen in the Highway Construction Sector under the Recognition of Prior Learning (RPL) Scheme for projects with Civil Works with value of Rs. 100 Crores and above.
- Under this scheme, Individuals with prior learning experience or skills are assessed and certified.
- Training and Assessment fees are paid by NHIDCL as per MoRT&H guidelines.

- Vocational Training (VT): Vocational Training was for local unemployed youth of Three Month Duration. Each Youth was also given Rs.15000/- per month as training stipend.
- On the Job Training (OJT): On the Job Training was provided to the Highway Construction Workers of the contractors. It was 15 Days On-site Training. Each worker was given financial assistance of Rs.15000/- for 15 Days training.
Action taken by NHIDCL under RPL Scheme in 2018-19:
As part of the Skill Development initiative under the RPL Scheme of MoRT&H, more than 7,000 workers from Assam, Tripura, Nagaland, and Jammu & Kashmir have been trained in the trades of Masonry and BarBending over a span of 11 months at 15 NHIDCL Projects, each with a value of Rs. 100 Crores and above
Ongoing Training Programs under the RPL Scheme in 2019-20:
- For the year 2019-20, MoRT&H has identified 49 projects of NHIDCL, each with a value of Rs. 100 Crores and above, in Assam, Arunachal Pradesh, Andaman & Nicobar Islands, Manipur, Nagaland, Sikkim, Tripura, UƩarakhand, and West Bengal for Training Providers (TPs) regarding Skill Development of Highway Construction workers under the RPL Scheme.

Internship
